In order to be able to craft Black Ice equipment, you must learn Frost Smithing by touching the Lorestone located behind Hrungnir of the Frost's throne in The Temple of Frost and then they can only be crafted at the Frost Temple Smithy in The Forge of Ymir. Black Ice nodes drop Black Ice and regular Ice. There are also many black ice nodes inside the temple. They stick to the target and do not bounce, which you can clearly see in the video. If you use left click to throw them, they bounce and roll. Also orbs don't roll away if you actually know how to use them correctly. Black Ice can be obtained by mining the black ice crystals between the Obelisk on The Frozen Slopes and The Temple of Frost. Explosive arrows use dragon powder which is expensive. It can be used in the smelting process of star metal. This material is cold, the cold from between the stars, a cold that burns. One of sorcerous intent can, with the proper skills, reach sidewise into the nighted gulfs and pull forth some of these weird substances, such as black ice. 
Substances in the Outer Dark have a material, but not of any composition that follows earthly laws. There exist whole galaxies of dimensions between the spaces of human perception. Then shapes, vague, monstrous and evanescent, rolled in dim panorama through the expanse of nothingness, as if the darkness were taking material form. First there was the blackness of an utter void, with the cold winds of cosmic space blowing through it.
